    Are you able to sqlplus from the web server to the database server?

      No . there is no sqlplus at all in webserver.

        Well that's your problem. Sqlplus is required on the web server to use the CSV Upload/ DBXML utilities.

            I'm guessing your DBA does this install. It's an Oracle product which you can download from them.

              You also need to setup your tnsnames.ora once you have it installed and ensure you are able to connect to your OTM database. This should have been done for the application server already so if you didn't install that, talk to the person who set this up to save you some time.

                  Looks like inspite of having sqlplus in other way having client also the same issue. wonder what could be the issue. how does the upload functionality works..

                    Can you check the /otm/tomcat/bin/tomcat.sh file and see where it is pointing to for the ORACLE_HOME? Also as the owner of the otm directory see if you can execute sqlplus from the command line? You might not have the correct permissions if the owner of sqlplus is oracle and some other user is the owner of otm.

                      Right.. tomcat.sh contains the correct path for oracle home and sqlplus is able to execute in otm binary owner.

                        I have re-verified it is pointing to correct Oracle home in tomcat.sh and I am able to connect using sqlplus from otm owner.

                          This is the solution.

                          I noticed that glog.properties file on appserver has the following entry:
                          glog.database.sid=OTMDEV
                          On the webserver, the entry reads:
                          glog.database.sid=OTMDEV.xxxx.com

                          So we have changed to same as appserver.

                            This looks more like a problem with either you DNS settings or the sqlnet.ora is present on one instance but not the other.
