Can we Create Shipment with out Transportation Operational Planning license.

Hi,
We are implementing OTM for one of our customer. They don't want to use planning module. Is it possible to create shipment with transportation operational planning licensed?

Unfortunately, I'm not sure on this one, so I'd recommend asking Oracle so they can give a definitive answer.

It may be possible that a SAW can be used, but again Oracle should clarify.
