Yes, if you have applicable rates set up. The entire point of the bulk plan is to automatically consolidate into optimized shipments.

If your bulk plan result contains only LTL shipments, I guess that
- your orders cannot be combined (delivery date, sender, receiver?), or
- you do not have compatible TL rates set up

I suggest you
- use "ask OTM" to figure out if you have valid TL rates on the sender/receiver relation, equipment, lead time
- look at your bulk plan log files to see why there were no TLs built.
