Moving more than one order movement to the shipment

Scenario:
OR1: A -> B planned into shipment1.

OR2: A -> B : order movement2.1 created (A->B)
OR3: A -> B : order movement3.1 created (A->B)

order movement2.1 moved into shipment1 : Success
order movement3.1 moved into shipment1 : Error

Issue:
When trying to move more than one order movement(same source-destination) to a given shipment, system is showing error

Is this some bug or some planning parameter need to be set for the desired result.

Note:
I think there should not be any problem with Rates and itinerary as system is allowing to move 1sr order movement but giving error when second (similar order movement ) is tried to move into same shipment

check with the equipment capcity,, if its not geting overflow,,,with 3rd OM
