OTM creating a TL instead of LTL although LTL is more optimal

Hi

I have 3 order releases planned for the same location. While planning two of the order releases combine to form a TL. But the third one that is supposed to go as a LTL also creates a TL although it is more expensive. Is there a planning parameter that governs this.
I rate inquiry I do get the LTL rates when i test.

There are dozens and dozens of constraints and parameters that govern this. If you can't find an obvious reason, the next step is to look in the logfile to see why OTM selects the rate.
