Cooperative Routing: unable to get cr routes after completing the whole cooperative r

I done the whole setup of Cooperative Routing and ran the Aggregation on Project and CR Solver on a CR Scenario. But the CR Solution is not showing me any CR Routes in the CR Solution and they havent generated under CR Route. I would like to know whether there is specific step I missed or not.

I am attaching the document which contain steps I followed.

OTM considers shipments with deadhead and without also as continuous moves. I mean there are two scenario's of continuous moves.

Scenario 1:
-------------
Shipment 1: A->B
Shipment 2: C->D and there is deadhead of B->C withing the distance range defined in OTM

Scenario 2:
-------------
Shipment 1: A->B
Shipment 2: B->D where there is no deadhead

I am able to get the CR Routes in second scenario, but the first scenarios didnt work.

I have a scenario where in I have shipments from A-B and C-A. I am able to run the Aggregation but when running the CR solver it does not populate any result however the status of the solver is Suceeded.

Is anyone aware of the complete process of Cooperative Routing, specifically what is the next step once the Route Template is created ?
What is the use of Route Template ?
