XML Transmission Type Error

We're trying to change the xml formatting for Common PO integration to include not only new purchase orders but also new vendor locations. While testing in our Development Environment I found that uploading the xml file will work as long as the
Transmission Type called 'TransOrder' is not included in the xml tag. When I
do include this Transmission Type I'll receive a java error. Our current Common PO xml only integrates new PO's and does include the Transmission Type 'Transorder'. Has anyone experienced this issue before?
